Hello -  I have inherited a DNN site with 2 major problems:  when I attempt to access Host > Settings  I get the following error message

Error: Host Settings is currently unavailable.

Then when I try to use the TEXT\HTML editor I get  a 404 error when I click Rich Text Editor, though the text editor works fine.  Could these be related?  Any suggestions on how to resolve?
