We have had the similar problem with one of our clients. He just changed UserRegistration field in the table Portals, manually and directly in DB. So because of cache it has no affect. We had real headache with it until AppPool has been restarted. Once it has been restarted everything just back to normal.

Sergey, of course, changing ANY data in the database might no get effective until the cache is cleared.
