I tracked the issue on Microsoft Development and it said:

"Delete the malformed XML element from the ApplicationHost.config file or from the Web.config file."

However I checked the web.config file for malformation and a validator said it was ok.
It's very frustrating and I've hit a brick wall so any ideas what to do from here?

please compare your web.config file with web.config file from downloaded install package for the same DNN version (from http://dotnetnuke.codeplex.com)
