I am attempting to place a newly created module on an EXISTING site in the RIGHT column in the first position in the column (standard 3 column template) throughout the entire site.  

When placing the module initially I selected RIGHT COLUMN and TOP, the module placed successfully in the correct position on the page.  

I then went to settings and selected DISPLAY MODULE ON ALL PAGES and updated.  

When checking the results the module was sometimes in the correct position (TOP of the RIGHT COLUMN) and sometimes not --there appeared to be some sort of a pattern when it was NOT in the TOP position, a particular module was consistently placed at the top and the NEW module followed it in second position.  Regrettably, this "pattern" appears on several hundred pages --not an easy fix.
  
My question is:  is there any method to ensure that when a module is placed at the top of a column, that when propagated throughout the site will be guaranteed to remain in that position throughout the site consistently?

To be honest, if you want it in the same place on every page, guaranteed, I would create a new pane for it, above the right column, and place it in that pane, then choose to Display On All Pages.

As for your current issue, my assumption would be that the other module is also marked to display on all pages? I believe modules that are marked that way get forced to the top, and perhaps the order in which you've chosen display on all pages makes a difference?

Adding a new pane isn't too hard to do in most skins, something like

<div id="NewRightTopPane" runat="server></div> with some styling on it would likely suffice.

Thanks much for the heads up --happy to hear this is possible. You are correct I am certain at some point a module was place in the first position and then propagated throughout the site and this is at the root of the problem.

My question: where does the code snippet you mention above go?

That code would go in their Skin, it would require changes to their skin(s), though it would also likely need some CSS to control formatting.

Where exactly in the skin would be completely up to the design of the skin.
