Update

I have replaced the files ~/Admin/Skins/Text.ascx and Text.ascx.cs with the ones from DNN 5.6.3.

they are VB and not C#, but never the less, the token is now rendering correctly.

Do you think is this a bug, and if so how do I report it?

Is there a workaround?  I'm pretty much blocked from upgrading our website to 6.0 until I can use
<dnn:TEXT runat="server" id="dnnTextPageTitle"  Text="[Tab:Title]" replaceTokens="True" CssClass="bcdp_pagename" />
or something that will return the page title in my skin.  Thanks!

The workaround I found that seems to work for me is:
<span class="bcdp_pagename"><%=PortalSettings.ActiveTab.Title %></span>
