Steps:
1) Upgrade from 05.06.01 -> 05.06.03 OK
    Test: Site is running

2) Upgrade from 05.06.03 -> 06.00.00 ERROR
    Test: Error: Site is temporary not avaible

3) The upgrade error is repeatable. I have tested the upgrade 3 times.
