I am relatively new to DNN (5.06) Prof., and I'm missing something that I hope someone here might be able to help me with.  I have established a new portal and want to set the proper users/roles/security settings to enable anonymous (no login) access to the public-facing site.

I suspect this is relatively easy to accomplish, so any advice that would speed me along in the process would be greatly appreciated.

This is easily accomplished by editing the "Page Settings" for any page you want to display to anonymous users.  The "Page Settings" is found in the Control Panel when you're logged in.  In version 05.xx, this is the "Edit" icon link in the control panel.  DNN 6.0 has this in the Pages menu of the Control Panel.

Once in the page settings, go to the Permissions section and ensure that "All Users" has a green check mark under the "View" column.  Finally, click the Update button at the bottom of the page to save this permission update.

Now, the page should be freely available for anyone to view, regardless to whether they have a login or not.
