dotnetnuke 5.2.0 was the first version to require .net3.5sp1 and sql 2005 (or above)-please check that your site has both these prerequistes. If it didn't you may need to extract the sqldataprovider from the HTML_Community_05.02.00_Install and rerun it via host->sql

you need to install .Net framework 3.5 SP1, previous versions are not sufficient.
