When I upgraded the module, it didn't delete it, so there is nothing to restore from the recycle bin.

Sorry, not quite with you, you said you had deleted the modules and were trying to add them back? OK, running out of ideas, post up the error from the Admin > Event Viewer that will give more information.

No I said that I had deleted sections of the blog module, like catogories or tags, now I cannot add them back in

Sorry, I thought you were referring to the actual blog_tag module etc, you've deleted the actual tag. Still there should be an error in the Admin > Event Viewer that will give more information.
