If the site settings module is deleted under the Admin tab, how do I restore it? It's not listed as a module to apply to a page. Thx.

Ah, found it...it's listed as host settings under the module definitions. It needs to be assigned as a premium module, then added to the page.

I take that back: Host settings is different from site settings. So again the question is how do I add site settings? Thx

there should be site settings as well, doesn't it show up in Host :: Extensions?
How did you delete the module?

No, it's not in extensions or module definitions. I didn't delete, but I was anticipating a user admin might. Nevertheless, I decided not to let anyone near the admin rights but to create another admin role and page for user admins to access (sans the site setting page).
