There seems to be issues but no one really explains how it should work. Maybe these Bugs are a feature.
1.First I added some languages. French -FR is one of these.
2.Then I go out and look for some Language Packs.
Cannot find any decent ones except for the French is nearly complete.
3.Then when I enable the languages I am happy to see that the French Menu's and much of the system stuff is localized. Cool!
4.Then I take the leap localize content ( I read all the warnings and dot it)
By clicking on the flags I notice all my menus have been converted with (FR-fr)(PR-BR) etc......
I read about this and see I should get Oliver Hines control panel to see it in the proper format.
Installed, The new control panel let's me change my administrative language but  the menu issue still shows (Fr-fr) etc....
I am editing in chrome and testing in IE
I realize that I can view none of the languages until I publish them so I publish the french home page.
I can now see the English (default) language and the French Home page (the menu is still messed up)
I then set the IE browser native language to FR.
The Menu now works and say "Accueil" for Home with me making NO translations.
But the content is in English and all the pages that were not yet published are available on the menu.
I then click the French flag in the Language module
The content is correct but now the menu is back to non-translated and including (FR-fr)
How do you properly test this and believe it would work for someone who wants to read the site in french. And if the menus don't work when they read it what can I say to them that they will believe and accept as a reasonable shortcoming of the software?
(i.e. you need to be in a french browser, they are more picky... Or, sorry but if you bought your computer in US it won't work)
Who is dealing with this same problem and what did you do?
