Nope, even in edit mode, no add user option

OK, got it. added a new user but still get the Access Denied message. Role is Registered User. View permissions on the Home page is Admin and Registered Users only.

to add new users you need to be part of the admin or superuser roles - the managerusers control can be used by non-admin functions but some higher level functions are not allowed.

I would not be in edit mode if I was logged in as a regular user. I was able to add them as a registered user and I get Access Denied when logging in.
