I am seeking the best .net based platform for an application that will be developed. Please advice if DotNetNuke will fit and how it shall be organized / set up.

The application overall requirements:

- register users manually or import from external system
- register user groups (one user can be in several groups)
- register or import tasks with dates to be performed and assign them to users
- keep track of task status (not done, done, delayed) and remind users on email or SMS when task is delayed.
- users shall be able to register new status on tasks via web, mobile web pages or apps
- users shall be able to submit documents and images to tasks
- automatic email or SMS to managers when tasks are delayed
- on demand report on all delayed tasks
