I even tried moving the banner from the "Getting Started" page to a new "Test" page and it does not work away from the Getting Started page.  This leads me to believe there is something about the Getting Started page which is required to run this banner.

Accepted Answer 
You have to use the skin Home-Mega-Menu to get it to work.That skin loads the cycle script that is needed for the banner.
<script type="text/javascript" src="<%=SkinPath %>jquery.cycle.min.js"></script> 

You can add that script to an other page or module or container if you like.

FYI, Ralph is the creator of the Dark Knight skin, so you are getting help from the source!

I'd recommend that you take a look at the page source so that you can see what is present in the page.  If you understand how javascript/jQuery works, you might be able to figure out what is present and what is missing.  You can even use the developer tools contained in your browser to step through the code.

If your site is on the internet, please post a URL so that we can take a look at it.

You guys rock!    I am not really very smart with this, but I bumble through.   I love the Dark Knight skin but, I need to have something which is a bit custom for my client.     Since all the help from you guys, I have successfully addressed this problem and got it work on a different skin!  Yeah....

I don't know if it's appropriate to post this, but I am sure other folks who are about as barely competent as me would love to know what I learned.    First,  when Ralph  and Jan pointed out the jquery.cycle issue it started to make sense.  You see I don't have an asp.Net background but I do know a little about CSS and JS in the regular HTML world.    So, I started to look under the hood a bit in Ralph's creation and began to see how it connects together.  

Lesson learned #1 -  I needed to add jquery.cycle.min.js to the same folder as the skin .ascx file.     Of course I had to add the reference which Jan passed on to the actual skin file too.    Simply adding this code to the skin file won't work unless it can find the jquery.cycle file. The rest was just tinkering with the CSS a bit. 

I am new to DNN but I am really loving it.   I just wish I knew more.   As it is now, I have to pay people to clean up my mistakes.
