I want to create a menu that has the parent links above the child links like this:

Link1        Link2        Link3        Link4        Link5

Child1     Child1      Child1       Child1      Child1
Child2     Child2      Child2       Child2      Child2
Child3     Child3      Child3       Child3      Child3
Child4     Child4      Child4       Child4      Child4

Is this possible with the  <dnn:Links> control or is there another way to do it?

I don't think so, you will have to use one of the menu compontents, preferably DDR menu in DNN 5 or 6.
(included in 6 to be installed in 5)
