Chris from Onyaktech came through with a great solution with Axon.

Axon actually looks at an incoming email, grabs the attachment and adds it to a XML file.  I then grab that file with a news module and publish it.

We are still trying to work out it's ability to recognize a carriage return within the attachment text.  We noticed that the text in the db does have the carriage return so Chris is working out a solution to handle the returns in the RSS file.  Overall, this module is very cool and Chris is providing great support.

Thanks Chris @ Onyaktech for a solution to a unique need.
