Installation Bug

I have tried to install a fresh DNN application using 'Web platform installer' on windows XP.
It downloaded the latest community addition.

After that i run the localhost/dnn to complete the installation.

Just after providing the db user and passowrd it stated to execute the scripts on DB and at that time it throw this error.

Installing Database - Version 06.00.00...Success
Upgrading Database to Version 06.00.01...Success
Upgrading Database to Version 06.00.02...FAILURE 400 - Access to the path 'c:\inetpub\wwwroot\dnn5\Install\Cleanup\03.00.08.txt' is denied.

I manully check the rights of the Install\Cleanup\ folder and found that ASP.NET user is missing from there. To my utmost surprise all the folder have an un-checked mark for "Inherit from parent the permission ..." in Advanced Security Settings. I repeated this exercise twice and found the same.

this sounds very strange, usually the install folder and all sub folders should inherit permission from website root folder.
