Hi 

i have created a new permissions role. "Sky Admin"
i have assigned this role to a normal user not Administrator.

i then gave this user access to the "Admin Page" and to the "User Accounts" Page
i can see this pages when i am logged in But i do not have access to add a new user.

any idea on how to fix this issue?

Add new user, needs admin privligdes to execute. This Sky User Admin only has access to those pages not the underlying admin role that is assigned for these types of operations.
AFAIK, you would need to be an administrator to perform add new user operations, not just some arbitary security group user if that makes sense?

Any suggestions on how a Normal user (not admin) would go about creating users?

no I haven't...

but would this not work on the same principle that Winston explained? where add new  User, needs admin privligdes to execute?

ill try dnnwerk on my local server
