the user needs to have read permissions for the site to load -but they need write and modify permissions to do anything else (e.g. add pages, install modules etc.). As for the 2nd question, the wiki covers this http://www.dotnetnuke.com/Resources/Wiki/Page/databaseOwner.aspx
