UPDATE 2b:

Although pages display properly (CSS is processed) the MANAGE buttons do not work.  Other links and menus seem to work.

How is your skin setup do you ahve special js or css

are you using @import rules or somethign alike

Continually refreshing sounds like a symptom of not having the latest version of the core file "dnn.js". There is actually logic in Default.aspx that checks a version number in dnn.js and then reloads the page. 

Look at the example here: http://www.dotnetnuke.com/js/dnn.js

Does yours start with var dnnJscriptVersion = "6.0.0"?

I have this same problem and it has to do with file-based page caching.  If you're using the professional edition and have that page set to use file-based page caching, sometimes the scheduled task to purge cached items fails to delete cached pages and I think that causes the strobing page.  The strobing will quit eventually, I think after the cache duration expires.

I'm not sure my diagnosis is correct, but nevertheless if a page is strobing, log in by typing in the url for your login page (usually /login.aspx) to get logged in.  Then when authenticated DNN won't try to cache your pages.  You should be able to go into the settings for the strobing page, Advanced Settings tab, Cache Settings, and click "Clear Cache - All Pages".  Log off and access the page unauthenticated to check.

Then my advice is to use memory-based page caching instead of file-based, but that actually isn't working in 6.1.x.  It was fixed in 6.2.2.

If you must use file-based page caching, at least disable it on your home page so that one will never strobe.
