some hosting companies do not support permissions in root folder and on localhost, it requires some extra actions to be able to install multiple web sites, but it is always preferable to install DNN in web site root folder.

That error may occur if you install it manually and don't set it up in IIS.

   Last night I got the wizard started and it told me the IIS permissions weren't set correctly.  So I gave it rwc permissions and now I get the 'object not set to the instance of an object error'.. Stack trace below :

[NullReferenceException: Object reference not set to an instance of an object.]
   DotNetNuke.Common.Globals.get_Status() +81
   DotNetNuke.HttpModules.RewriterUtils.OmitFromRewriteProcessing(String localPath) +39
   DotNetNuke.HttpModules.RequestFilter.RequestFilterModule.FilterRequest(Object sender, EventArgs e) +160
   System.Web.SyncEventExecutionStep.System.Web.HttpApplication.IExecutionStep.Execute() +68
   System.Web.HttpApplication.ExecuteStep(IExecutionStep step, Boolean& completedSynchronously) +75
I've recycled the app pool manually, but that didn't help, so I'm lost now.   Is this still an IIS issue or something else?   I was getting an error on the machine code validation numbers, but I've got a brand new database set up. After a few attempts I got past that and now getting this one.

I suggest clearing all files and start from scratch. Either use MS Web platform installer performing the installation for you or make sure, you unblock the DNN install package before unzipping it.

 Success !    All in all, I had to reset the IIS permissions and folder permissions after a clean install.  I did a clean install of the database..got further along in the process but still unsuccessful.  I renamed the database from xxxxx  to xxxxxdb  and from then on the install went perfectly.  Evidently, the database name has to end in db?   Thanks for everyone's input, it all helped to some degree.
