This is not an installation problem but since it doesn't belong to any category under Using DotNetNuke, I'll post it here...

When a user logs into a DNN site, they are redirected back to the same page. But the page still says login. Only a forced reload refreshes the page.

The front page sends cache-control: private; max-age:86400 and Expires set to 1997. My browsers seem to ignore the expires and use the cache-control to save the page to cache. Therefore logging in doesn't reload the page.

I have found no options to tell the system not to cache the page or to set the cache-control setting. There is only a setting for logged-in pages.

Also, I will NOT set IIS to force expire everything, since that will also expire all static content.

it sounds as though some upstream server (e.g. a proxy/load balancer) is not respecting caching rules correctly (th ctrl+F5 forces a refresh with upstream servers - you can replicate a similar effect often by adding a ? to the end of the url ) - i would do a traccert via a dos prompt to determine the request path and check the configuration on server(s) on that path.

No proxies since the server is in the same network with me. Also, tracert will not report any proxies/intermediate servers since it only traces the direct route to the target machine.

This also happens to all test persons in different networks with Firefox, IE and Chrome and it's all due to the headers. The browser does not even try to load the page since it's already in its cache. So the problem is directly due to the headers DNN sends to the browser.

dotnetnuke uses server and no cache by default for caching pages of logged in users - you can change this setting yourself http://www.dotnetnuke.com/Resources/Blogs/EntryId/472/Webpage-Cacheability.aspx - however im not convinced this is the issue as this is the only report of this happening which suggests something local to your installation/network as opposed to DotNetNuke
