upon app restart, all cache will be removed.

Normally not, as long as you have saved them. When you are on a Settings page and hit this button without saving the settings then of course your changes will be lost as the page is reloaded. The only thing that happens is the application pool is recycled (and therefore, the cache is cleared as well).

Thanks for you reply guys. Just one more doubt. And what about my custom new module which I have created. They won't be removed. Right ?

They will be removed if you remove them, not by clearing the cache or restarting the application pool.
