DNN 6.01.03
I've created 22 portals from 3 different templates, and the last 6 have very strange editor ribbon and tab permission behavior. 

As a site visitor (NOT authenticated) I can see the editing ribbon on the top, as if i was logged in. But the tab and module permissions for any page this happens on are set to VIEW TAB (TabPermission 3 for UserID -1) and NO OTHER user has permission.

However, the permissions grid on the page settings shows [LOCKS] on the [ALL USERS] VIEW and EDIT, with no other ROLE check boxes checked.

I've gone through the database to ensure no other ROLES have ANY permissions other than VIEW TAB (3) and yet the problem continues after cache dump, application reset, server reboot, etc. and all modules inherit permissions from the tab.

Is there somewhere I can FORCE or CORRECT a permissions issue for the tabs beside in the database? If so, is it in any other table but TabPermissions?

I don't know what they're paying you for your expertise, but I assure you, I'm paying too little for your miracles!

Thank you very much.

Now, a new challenge emerged:

The SUPERUSER (host) account now gets the classic: 

"You don't have permission to see the files on the site" 

but ONLY on portals 01-26 (portal 0 works as expected) 

I've used the clearing scripts and reset the folder permissions manually and all looks fine for everyone
EXCEPT the SUPERUSER.

It turns out to be a conflict between module and page permissions and a minor enhancement (bug) from 5.4 where this DNN started at. In the end, I chose to spend my time re-creating the cluster of site from scratch, rather than NOT know what was lurking around the corner.

Tada. Thanks to DNN, that's NOT such a headache.
