I have an HTML module in the footer section of my portal.  I want that module to be applied to the entire portal.  What's the best way to do that without copying and pasting that module to the ENTIRE site?

Put it in your skin file. If that skin is applied to your entire site, it'll display.

If I am logged in as the Super User, what, if anything, would prevent me from the ability to make site-wide module changes?  I'm in Module Settings > Advanced Settings > Apply To All Modules.  I get the red no-no circle when I try to apply, but I'm logged in as Host/Super User.
