I just ran the upgrade which completes without errors but I am unable to get to the site, always goes to upgrade wizard or construction page.

I changed the web.config to see if that helps;

tried this:

<add key="AutoUpgrade" value="false" />
    <add key="UseInstallWizard" value="false" />

get underconstruction page

tried this:

<add key="AutoUpgrade" value="true" />
    <add key="UseInstallWizard" value="false" />

get upgrade wizard page

tried this"

<add key="UseInstallWizard" value="true" />

get upgrade wizard page

I've tried setting Autoupgrade and UseInstallWizard to true.

I've upgraded the site at least 10 times, each time it takes me back to the upgradewizard and I am unable to access any pages on the site.
