The site is live, at the following: http://ptsb.state.wy.us/

I am working on all of my changes in a sand box and will try the CSS menu as you suggest.  if you look at the site, you will see the tabs that I am trying to change. Thanks so much for your time and assistance.

Ah - I think I see. You mean the icon in the tabs created for the site by the browser.
If so this is the favicon.ico  file.  To be found in the root of the site and also perhaps in the portal root folder.
This file is used by browsers as the site icon.
Note that the root of the site also contains a  DotNetNuke.ico file.
I normally replace both of these with my chosen icon.
Just find an icon and call it favicon.ico and dotnetnuke.ico

FYI: These ico files can also be png files (but call them .ico)

Edit: After changing these files you should clear the web cache and also delete any temp files d-loaded to your brower.
