Well, of course, I spoke to soon. I can't login. The workarounds that were referenced earlier all seem to handle the case where the host password has simply been forgotten. The methods just copy the encrypted password from one known user to the host account. In my case, since I have a new encryption key in web.config, it seems like no existing password will be able to be decrypted - do I have that right?

So, what I think I need to do is register a new user who's password will be encrypted with the new key and *then* I can copy that user's password to host and get in. Does that sound right?

Only problem is that I can't register a new user. My site is set to not allow user registrations. I tried finding how that's controlled in the database so I could get the "Register" link on the site but couldn't find it anywhere. 

Any idea where that is controlled?

Check the site setting on the Admin tab.

Thanks. Sorry if this wasn't clear - I can't login. Thus, I need to change the mode by changing a value in the database. I just don't know which table holds the User Registration state.

A login for the Admin should be availible on all modes, about w/o you never could administrate your sites.  If there is missing also the login I think it is a Skin issue!

if you need to enable registration, you may need to switch registrationmode value to 2 in database table portals. You'll need to restart the app pool, in order for this change to become effective.
