I have a few portals which are pretty much read only/static and was wondering if we can completely cache these portals which would reduce the db calls and result in a faster performance. 

I am wondering if this is possible without making any code change.

if you are using DNN Professional, you may use page caching provider (assuming there are no personalized bits of content displayed, otherwise you should use module output cache, wherever possible.

there is no setting at the portal level, but you can of course edit the individual modules and set their cache times to be really high via page settings-cache settings
