Thanks Sebastian - But how does one restart the app pool when I cannot login to the site. Where in the FTP manager or thru File villa can I restart?

Thanks for all your help.

Mike,

in the "Tools" menu you find the option "Recycle Application Pool" - you can try that. Restarting the AppPool is not really the same thing, but you need (remote) console access to your server, or at least some possibility to manage/control your IIS.

if you only have ftp access, download and re-upload web.config file, this will restart the application pool

well I went into the FTP manager on God/addy and recycled the app pool- which did not resolve the issue.  Then just now downloaded the web.config file ...deleted it off the web site.  edited the file by opening and re-saving (gives new date)

Uploaded back to site...

Same error...still says under construction.  I figure I have 2 choices at this point - 1 is to re-download 6.2 and upgrade to the site again- hopefully repairing the error that is causing it to not load to the home page, or 

2 roll back the upgrade by re uploading the saved 6.1.2 version to a directory, then deleting the root folder DNN installation.  Then reinstalling 6.2 over the 6.1.2 installation I made into the subdirectory. And crossing fingers toes and other body parts!  I question whether this would even work given previous attempts to make this work. 

Go Daddy's FTP Manager was down last night so I could not see that there were permissions missing- but these were not critical.  I am so fed up with them!  And Power DNN is just too robust for the org's needs - so I have another hosted to use, but still need to get the site up and running so the transfer will work okay. 

Unfortunately I do need other suggestions to get this site running again. And I thank everyones help as well!
