Why is the "Password Requirements" under [Site Settings > Registration Settings] grayed out? Is there another setting that is needed to be able to modify these settings?

its because it reflects the settings from web.config -to edit it you must edit the web.config attributes which will result in the site recyling. We will probably make them editable in a future release (AFAIR it's scoped for 7.0), but there is a slight danger as a user could change them and invalidate all their existing passwords e.g. perhaps your host password is "dnnhost" - if you changed minRequiredNonalphanumericCharacters to 1 then you could no longer log in i.e. it's something you should do before installing the site and not when it's running

I see, thanks for the information. Hopefully when the feature is fully activated, the system will prompt a user with an invalid password to change it to reflect the new rules.

thats not an easy thing to do - we would have to decrypt all the passwords to check and when we did that for dotnetnuke.com (to apply a different encryptionkey) it took 45 minutes and the site was basically unusable during that period.
