Alright, I goofed.  I accidentally changed the permissions on a page so that registered users (which apparently means all users including Admins) cannot edit the page.  It is causing errors when registered users try to view the page probably because the permissions logic is wrong.  Is there anyway to fix this including deleting the page if necessary?

Is this error for the complete page or is it for the module on the page only ?

The problems are happening at the page level.  I can acctually edit the module with no problems but I can't access the Admin ribbon to make changes to the page as an Administrator.

The error causes the Admin to not be able to update admin setting, but you can update module content only.  The module editor has cannot edit the module on that page.

go to admin->page management and you will be able to fix the issues without trying to load the page
