Robert,

Thanks for sharing. You mention Chris Hammond's templates. We are using those, also. The default seems to have you build out a separate Project (and Solution?) for each Module. Did you build out a blank solution in which to create each Module's Project?

 Correct.  We don't use the TFS build services. (though we could if it was needed but I think it would just get in the way)

 Chuck,

We did create an empty solution and then just added each module as a new project.  (along with referencing any of our other projects that we use in the modules).  The solution file is located in the root of the TFS directory (but can be anywhere really)
