Thanks, but that's for the Professional version; how do I configure the redirect for the Community version of DotNetNuke?

It is the same for community edition
Just in community, for free it detect mobile. With the basic paied level ( http://store.dotnetnuke.com/home/product-details/basic-mobile-device-data---annual-subscription ) seems you ll be able to detect tablet or smarphone, and premium paied level ( http://store.dotnetnuke.com/home/product-details/premium-mobile-device-data---51degreesmobi ) you have full properties.

Detection is not the problem -- redirection is.  How do I redirect the user with the community edition?

on latest dnn ce version (atm 6.2.3)
go to Admin > Site Redirection Management
then create
a simple redirection (home page to a site or a page or a url)
or
an advanced one, which your can choose more option (redirection page to page, site to site etc)
