if there are no user accounts to be transferred, you might try creating a portal template in Host > Websites and create a new website on the target server based on this template instead of default template.

Sebastian,

Thank you for the info. I have tried creating a new portal from template and it does create the site but the portal numbers change and I am not sure what issues if any I will encounter when replicating the sites.

Maybe the question I should be asking is what is the proper way of moving a newly created portal/site from the development server to the production server and if possible completing this task without taking any of the other sites down and keeping the portal numbers the same?

Shared DNN installations with multiple websites should IMHO not used for content staging scenarios - just build the site on the production server, you may package locally installed skins, containers and modules before adding content to the site.
