Sorry, I should add Sebastian that the key problem is that logged out users DON'T get the portal default time zone as there is no such thing, rather, they get the default HOST SERVER time zone (setup under the portal site settings area, which is not the best place, as it's a host setting and should be under the host setup area) and it's not currently possible to really set the portal time zone for users hosting in time zones different to their local time zone.

A while back there was a post that highlighted some of the challenges but gave no solutions for handling timezones.  It seemed that some of the core team felt handling timezones was too complex and had given up.

But, according to the Forum 3.20.06 Released announcement by Crispy: "FOR-2874 - Reworked ConvertTimeZone to handle DST and handle SQL Server/Web Server differences better."

Can these improvements (in ForumUtils.vb) could be worked into the core?
