 So you say that if I change client cache expire date it will affect only new browsers visiting?

Do you have a solution to let all the browser already having my skin.css file to refresh it or refresh the entire site cache? (I remind you I have DNN 5.6.3) 

Any help would be precious.

It makes no difference what DNN you are running. The server can't control this because the browsers will never ask for the file.

Put the skin in a different folder, you'll have to change the configuration of the site to use it, so that all the files are requested from a different url.
