- Fixed 3.2.3 SQL script so it adds the Foreign Key between Files and Folders

DNN 4.3.1 specific:

- fixed runat="server" attribute on <title>

- added all legacy upgrade SQL scripts to allow for direct upgrade from DNN 3.x
- overhauled Module Packager to create module ZIP packages based on the DNN4 project model
- added new DNN4 dynamic module - DNN Reports - as a sample for building modules on ASP.NET 2.0
- fixed issues in Starter Kit Module Item Templates related to HTMLEncoding the template
