When a user has no view rights on the page it never shows up in the menu.
You cannot overrule that.

I normally solve this problem like this:

Add an extra page everybody's allowed to see.
Redirect this page to the members page (in page settings, link).
Only disadvantage is the you cannot name both pages the same.

You could use  "Members Login" as the page for unauthenticated users and and hide that for registered user in page settings.
Then redirect that to the "Members" page.

Anyone who clicks "Members Login" gets redirected to the "Members" page and has to login..
