I'm not finding a direct answer to this question: What are the potential issues if DotNetNuke is not installed in the inetpub\wwwroot folder?

None. I have numerous installs in all directories and it doesn't matter.

Unless you are deleting existing content in wwwroot, it is preferable to create a well named subfolder in inetpub for each of your IIS websites.
