You'll need to look in the root of the folder in a file called the web.config and then find the connection string section.  You should also know what server & database you're using for the site... that's what you'll find in the connection string.

If you are not hosting your site you may want to ask the hosting company for assistance with this

Yes, the appearance of the Install Wizard is a pretty good indication that the website could not connect to the database.

Get your connection parameters -- server, database, user, password -- from web.config. Then use SQL Server Management Studio with those exact parameters to see if you can connect to the database. Often, that will help you figure it out.

If possible, run SSMS from the same machine that hosts your site. Then, you'll be using the same connection path used by the website.

If you are using a hosting company, have them verify that the database is there and that you are using the right connection string.

Also make sure, the database has not reached its limits, especially transaction log (if transaction log is full, this usually indicates missing frequent backups).
