I am having this exact same problem on a shared server with PowerDNN, running 6.2.5. Menu has worked for years, not now. Recycled App Pool...did not fix.

Donald, perhaps PowerDNN is experiencing the same issue I had--I simply rebooted IIS. Sounds like you'd have to contact them and specifically ask for a reboot. Good luck!

More info: this condition does not occur on all portals within my DNN installation...only one. No real differences in configuration...I do not do anything fancy beyond standard DNN setup.

I am having the exact same problem on a single portal, if I set a menu to redirect to another site the menu item does nothing.  Not sure if it is related or not but I also cannot get mobile redirect to work on this portal

I'm having this problem as well. Just updated to DNN 6.2.5 and now I have two new menu items that aren't clickable. When clicking on them I get this error in the Firefox Error Console:

TypeError: document.frames is undefined
http://xxxx/js/dnn.js

I restarted the app pool, I restarted the site in IIS, I restarted IIS... none of that worked.
