I finally found "Portals" under Dashboard under Host.  However, it does not show as one of the tabs.  In the configure section for the dashboard it is listed and enabled.  I can move its position and I have toggled it from enabled to not enabled several times - but nothing makes it show in the tabs.  I could really figure this out because it seems to be the only thing I see labeled portals anywhere.

Under Admin > Site Management, in Edit mode the module should have some icons to the top right, do you see them and does one of them have a Add Site option on the dropdown menu?
