I have the same problem, and I do believe I used files on the hard drive already. I guess I will redeploy files, and kill the DB and recreate. Glad I found post, will update soon.

I resolved this issue with the following SQL query:

INSERT INTO PortalSettings VALUES (0,'GettingStartedPageShown','True',-1,GETDATE(),-1,GETDATE(),'en-us')

Aw jeez, thank you. I was having the same problem and was looking all over for the fix. That worked.

Similar situation as described by others. Had all the files installed, dropped the DB to start fresh, and when the install was done would always get redirected to the getting started page (gettingstarted.aspx) but it wasn't in the popup window. Any link or manually entered URL would send me back to gettingstarted.

I wonder if it is something in the Blank site template? I had this once before because I was trying to install a new site (via Install Wizard), but with the Blank template (not Default). Had to delete/drop and start over. Is the blank template causing the issue?

I finally solved this by looking through the PortalSettings table and noticing the SettingValue for the DefaultPortalAlias had the wrong url. I updated the URL and made a trivial change in the web.config and now the site works.
