I'm having the same exact issue Dr-Hack is having.
William, do you have any other recommendations of what to address?
I'm in the middle of updating this site and it's currently down.

Same problem after upgrade from DotNetNuke_Community_06.02.06 up to 07.00.06. Please help.

Just a little add to my post about telerik error. My website is loading ok, but when I try to login into admin (in popup login window) I got this error...

I've read the recommendations about binding redirect, checked it and and afaics it fine... I checked the version of telerik dlls (two of those) and both have version 2013.1.403.40 and in web.config I have the same (see below). But the problem exists... THanks in advance for any assistance.

I am having this problem as well.
Originally I got the same Telerik error, so I updated the web.config to match the proper version of Telerik.Web.UI newVersion="2013.1.403.40"
Now that error is gone, and I get the same error as the previous posts:
