How do I create a top-level menu item that doesn't actually contain a page?  Think the Admin or Host items... you can't actually click those items, but when you mouse over you get a submenu.  I feel like it should be obvious and I'm just missing something.

Create the page as normal and set it to redirect to another page (higher in the tree I guess).
Page settings > Advanced Settings > Other settings
Link Type: (x) Page

And then select the page to redirect to

That sort of works, but it's not the behavior I'm looking for.  What I'm looking to do specifically is replicate, for example, the Admin tree.  When you're logged in as an admin, the Admin menu item is visible, but it doesn't actually go anywhere when you click it (i.e. no page, no redirect).  It's just a container for other pages in the tree.  Sorry if I'm not explaining this right, I'm just not sure what the terminology is.  So, here's my specific example.

About Us
Products & Services
   |-   Consulting Services
   |-   Support Services
.....

I don't want Products & Services to be a page per ce.  Just a top level container holding the specific services in the nav menu.

Create the page like you would any other, then edit it's settings and check the "Disabled" box (inder "Advanced Settings"). This essentially makes that page nothing more than a menu item since you can't click on it, but it will be displayed and you can create pages under it, etc.
