I did a fresh install on my local host and I'm having this problem too.

I turned on debug and the error pointed to line 1140 of the SiteSettings. I looked at tat line and it seems that the initialization of a new PortalInfo is failing. As for what is currently causing it to fail is completely unknown to me at this time..

Guys,

Have a look at this and change your Persistence State for a try and then see if it works.

I used to have a similar error to yours and the solution helped.

Yep that did it, but this could present a huge problem when we upgrade our live site. That's set to memory and if we need to switch it to page every time we have to update admin settings that could cause problems with modules or our users.
