I wonder if anyone has seen this issue ?

After upgrade from 6 >> 7 Telerik menu works great on desktops, but ios or android browsers lose the ability to click sub tabs.

OK

I did some research - it looks most people use DDR menu and therefore this has not been reported

I found this on Telerik Forum

and it looks telerik has resolved the issue

But I need to check and see if the latest 7.4 has the updated dll

I think the latest dnn 7.4 has the buggy telerik dll 
File Version >> 2012.3.1205.40

Earlier version 7.0 did not suffer from this issue with Telerik version 
File Version >> 2012.3.1016.35

So - until DNN gets the cured version - one can downgrade to earlier dll and correct the reference in web.config and all should be fine

I never use Telerik menu and as you say most people use DDR now, but it's great you posted this here Salar as a reference for others

Just to bring this one up again, as the whilst my fix to revert back worked on one instance of DNN - it does not work on 7.0.4 as replacing the dlls to older 7.0 and changing the reference in web.config makes the site unstable.
