On the whole, I find the new menus to be nice... My only complaint is one that's come up here before - that the menu being apart from the module can sometimes break layouts and it can mess up design stuff in edit mode, so it makes it hard to see what something looks like until you switch back to view. 

However, on the whole, I still prefer 7's style to 6's because for most users, it's more intuitive and it's easier to train people to look for the buttons.

Your reasons, and some other major issues I'm having are the reason why I am rewriting my own action menu implementation.

I think that out of the box with the base skin they are visually appealing, however in the presence of another skin, the technical implementation used with the DOM, CSS and JS is quite bad. What makes me HATE them is that the front-end coding that was used in the implementation is poorly executed from a structural level perspective, and some preliminary guides to good interface design with front-end web development were amiss in the entire action menu implementation.

That being said, this IS fixable, albeit at a cost of having to rewrite my own new action menu implementation which I am certainly griping about because I can't roll the action menu back to the previous version implementation -- as far as I can tell -- without rewriting one myself.

Like them or not, I think, it's mainly a pity that it's not skin object in the container any more.As the action menus are injected automatically, it's difficult to create your own (for whatever reason).
