Hi all,
I was just made aware of this issue for an upgraded site.
This site has been around since version 3 I believe and was recently upgraded from 5.0.1. I did the upgrade in small steps and landed on 7.0.3.
The issue after the upgrade is that administrators are not able to edit user accounts. The Edit icon (as well as the role icon) is missing in the user account list.
No change if I click "Edit Page" - "Edit this page".

Browsed around looking for settings that might impact this and found that all admin pages had the setting "Secure" checked. Now this checkbox was disabled meaning I was not able to change it. The SSL Site Setting was disabled.
So I checked the SSL Site Setting and added a 443 host url so I could browse the site.
Then unchecked the "Secure" setting and saved.
NO CHANGE. Still not able to have an admin edit user accounts.

Applied the latest 7.0.4 but still no change.
Also set the skin to be used to DarkNight but still no change.

The only way now to edit user accounts and user roles is to log on using a host account. Not something you will promote your site admins to ...

What should I look for?

did you try applying default skin to the user management page?

Default Skin (and container) was already set for this page but I applied another skin/container and then set it back to Default. No change.

Other observations:
In a fresh working site there is 3 columns to the left of the Username column:
Edit, Delete and Roles with its corresponding icons.
In this none working site there is only 1 column to the left of the Username column which is the Delete column. But in this Delete column I do see the bin icon.

So it seems the framework in some way thinks that the admin user should not be able to Edit users or roles hence hides these 2 columns.

Ok, issue is resolved.
I altered some of the settings for the User Account module and then all of a sudden I had all columns visible.
But still don't know what caused this issue in the first place.
